Family reunifications in difficult times. The International Migration Service in Italy, 1924-1945

The International Migration Service (IMS), was a private international organisation created in 1924 by a group of European and American women trained in the social work schools of the time, with the aim of uniting families separated by migration and studying its consequences on the individual, the family, and society. In Italy, however, it was in 1932, on the initiative of the president of the Italian Red Cross (CRI), Filippo Cremonesi, that the Servizio d’Informazioni Private (SIP) was created, unofficially acting as the Italian branch of the IMS. From 1932 to 1938, the SIP handled 2,741 cases according to the casework method, i.e. individual and detailed treatment of the social, legislative and psychological context of the person assisted. Cases included Italian-American families, Italian prisoners during the Italian-Ethiopian War and civilians from the Spanish Civil War. During the Second World War, the SIP became the Office for Prisoners of War. Based on detailed archival work, in this presentation I investigate how the IMS-US and the SIP understood the needs of the assisted persons, how this conceptualisation evolved over time, and what social dynamics resulted.
